Time Out says

The last time they tried this was eight years ago, in their native Kyoto. Japanese rockers Quruli will be marking the release of 25th single Everybody Feels the Same with their first-ever free show in Tokyo on July 31. The 45-minute gig on Yoyogi Park's outdoor stage is open to all comers, but there'll be a priority area for diehard fans. If you fall into the latter category, bring a copy of the new single with you on the day and you'll be admitted to the priority zone.
