Responsible for all kinds of artistic fun along the Chuo line, the ongoing Teratotera art project is putting on its annual festival in and around Mitaka, with the neighbourhood enlivened by everything from street performances to talks and film screenings. Highlights include a gig by 'pseudo-Kabuki' singer Koichi Makigami and multi-instrumentalist Jim O'Rourke (Feb 21 from 1.30pm, at the Tokai University Bosei Gakujuku school), plus a theatre show (Feb 21 from 6.30pm) at the Musashino Performing Arts Theatre.
