Time Out says

Always a popular spot for enjoying the autumn foliage, Bunkyo-ku's Rikugien garden looks even better after the sun goes down, and the trees are lit with special nighttime illuminations. The garden will stay open until 9pm between November 18 and December 4, though don't be surprised if you have to barge past hordes of camera-toting oyaji in order to enjoy the view. Note that entrance to Rikugien is via the Somei Gate (two minutes' walk from Komagome Station) during this annual 'light up'.
