Time Out says

Japan may be famed for its skiing and snowboarding spots, but Yoyogi Park was never one of them. That all changes (briefly) with Snow Bank Pay It Forward, a yearly spectacle that sees a proper snowboarding ramp installed in the park's event space – complete with artificial snow. The event is actually intended to raise awareness about bone marrow donation, and spectators are encouraged to sign up as potential donors – assuming, of course, that they aren't too distracted by the 'boarding contests taking place throughout the day.
