Time Out says

Shibuya's classic 'Drunkard's Alley' boasts bars, bistros and quirky shops right by the station, providing a taste of bygone times just a stone's throw from some of Tokyo's busiest areas. This annual autumn festival packs everything from jazz performances to mikoshi parades, in addition to special offerings of food and drink at virtually all of the alley's eateries. If you haven't been to Nonbei yet, there's no better time than this to check it out.
