Time Out says

2014 is the third year for Trans Arts Tokyo, the genre-crossing art project that brings creativity to abandoned urban spaces. Participating artists include Noboru Tsubaki, known for his large-scale environmental sculptures, and multi-talented Australian artist Patricia Piccinini, who'll be putting up a massive hot air whale (pictured, kind of), while a pop-up gig by Naohiro Ukawa's Dommune will also take place at the old site of Tokyo Denki University in Kanda. If you're up for more adventure, make sure to check out the 'survival camp' programme, while laid-back artsy types may want to opt for the local curry on offer.
