Time Out says

The sprawling Fuji-Q Highland amusement park hosts a total of three skate rinks: the always-open 'Crystal Lagoon' is perfect for beginners and families, and features small 'islands' that function as an easy obstacle course, while the 'Conifer Forest' and the indoor 'Theatre Rink' have separate opening hours. Free classes and rental service are also available.
