In 1903, the year before the Russo-Japanese War, four leaders gathered to plan foreign policy here. The meeting room has been preserved, complete with gold leaf walls. This villa is known for its garden, produced by Jihei Ogawa, the creator of Heian Jingu’s grounds. Finished in 1896, the design reflects the era’s openness to western influences, juxtaposing lawns with Japanese elements, such as a pond and the scenery of the Higashiyama mountains.
